FBI: Fugitive in 1996 Gwinnett Co. murder caught in El Salvador

After 22 years on the run, the FBI announced the arrest of a man wanted for murder in Gwinnett County and captured him in El Salvador.

Officials said that 51-year-old Hector Ulises Garay was arrested by members of the FBI's Atlanta Metro Major Offender Task Force in El Salvador, then Tuesday transported back to Atlanta and taken to the Gwinnett County Jail. 

Agents said the FBI notified Interpol that Garay was wanted as a dangerous fugitive. Investigators said as Garay attempted to travel from El Salvador to Honduras, border agents flagged him and held him for FBI agents to retrieve. 

"It doesn't matter how long it takes. These fugitives never go off our radar," said FBI spokesperson Kevin Rowson. 

Garay was wanted for the murder of Adalberto Salines during an attempted robbery at Salines' home on Jan. 21, 1996.

Agents said Garay attempted to Salines at the door of his home on Warners Trail, and as the victim tried to shut the door, Garay is accused of shooting Salines and killing him. When the FBI obtained a warrant for his arrest 10 days later, they said Garay had fled the country.

"We don't believe people should get away with murder," Rowson said. 

Garay is being held at the Gwinnett County Jail without bond on murder charges.
