Driver suspected in deadly hit and run tracked using camera network, Duluth police say
DULUTH, Ga. - Officers have arrested a 45-year-old man in connection to a deadly hit-and-run in Duluth early Monday morning.
It happened at around 12:20 a.m. near the intersection of Peachtree Industrial Boulevard and Prince Charles Drive.
Duluth Police say officers found 26-year-old Cassius Franswah down in the middle of the roadway. Officers immediately began CPR until medics arrived at the scene. Franswah was rushed to an area hospital where he was pronounced dead.
Investigators say evidence found at the scene pointed them to a Nissan Sentra, which they were able to track using the city’s Real-Time Crime Center. Officers found that vehicles in an apartment parking lot off Peachtree Industrial Boulevard. Investigators say it had front-end damage consistent with the evidence found at the scene.

Officers then located the owner, identified by police as 45-year-old Nidar Ballan-Bellan, who was later arrested after being interviewed.
Ballan-Bellan is being charged with homicide by vehicle - leaving the scene, hit and run resulting in death, and driving without a valid license. He was booked into the Gwinnett County Jail.
