The independent investigation into the shooting death of Deandre Phillips is finished. The case shifts to the prosecutor who will decide whether charges should be brought in the controversial shooting at a city police building.

Two detectives pulled into the parking lot on Hollowell Parkway back in January. As they prepared to go inside, one said he smelled marijuana and walked over to check a motorist.

A surveillance video showed after a brief discussion, one officer goes into the private vehicle, at least part of the way. There appears to be a scuffle, Phillips started to drive away and then there was a shot.

Late Wednesday afternoon, Chris Stewart, an attorney for the deceased family met with the district attorney's office. That meeting followed a closed-door City Hall briefing for top officials. They watched an enhanced surveillance video and came away with serious questions about the shooting, according to some who attended the meeting.
