A suspect is currently in custody and being questioned by police. The shooter's name and charges have not been released.
Iftah Ben Sagi, the owner of the locksmith company IVS Security, had employees on a job just across the parking lot. He said his employees had just finished a job nearby when they heard gunshots. He called the situation "scary." "It’s just weird that it came this close to us," he said.
"I got dispatch, I got technicians, I got people that work in the office, and we try to make sure that everybody is safe. I actually sent my dispatch home today because of it just to stay safe," he added.
He said his business had been there for nearly a decade and that it was out of the ordinary for the normally quiet, yet busy office complex. "I never saw anything like that before," he said.
It is unclear whether the victims were in the parking lot to visit the consulate or another nearby business.
The names of those involved have not been released, and the details of the incident are still under investigation.
