Deputies arrested a Port Richey woman whose neighbor says she kidnapped her 18-month-old son.

Deputies say they had to wrestle the woman from her home after she refused to give them the child.

It happened before 4 p.m. Monday. A woman who lives on Leeds Road called the sheriff's office to report her neighbor, Ann Marie Orr had taken her son from her front yard and would not return him.

The victim said she and her son were returning from a walk when Orr approached, snatched the boy, and ran back into her home.

The boy's mom ran after them and begged Orr from outside to return her son.

When deputies got there, they say Orr refused to open her door or hand over the child. She allegedly told deputies she took the child because his mother - her neighbor - was an unfit parent.

Deputies say they finally coaxed Orr from her home and convinced her to give them the child. They say Orr initially resisted, but deputies eventually put her in handcuffs and arrested her.
