The family of Tiara Jones said after their relative - a young mother - was killed, all they wanted was closure.

The Atlanta Police Department supplied some measure of closure with the arrests of two individuals late Thursday night.

Investigators said Kelvin Watts and Bobby Hardy are responsible for the September street incident.

They said Jones had given a ride to two acquaintances. They were downtown when another car pulled alongside and shots rang out. Jones lost control of her vehicle and it  flipped over.

Police said there was no reason for Jones to have been targeted. Her family said there had been some sort of back and forth earlier between the suspects and the passengers.

Authorities said Watts had only been out of jail for four days when the incident took place. Records show that back in February of this year, Watts had been picked up on a number of felonies, along with being in violation of his probation.

Major Adam Lee said the courts must assist law enforcement by keeping repeat offenders behind bars for longer periods of time.
