State superintendent 'baffled' by APS over teacher bonus

Just one day after FOX 5 reported many educators with Atlanta Public Schools were upset with how district leaders have handled teacher bonuses given from the state. FOX 5 has learned Georgia's school superintendent just sent a strong email to Atlanta's interim superintendent.
