'Cop City' complaint alleges land use violations

The South River Watershed Alliance filed a complaint with the Atlanta Regional Commission and Georgia Department of Community Affairs, alleging the planned Atlanta Public Safety Training Center's land use violates the city's comprehensive development plan.
