Douglas County Schools moratorium on new apartments

Douglas County Schools is trying to shift away from using classroom trailers at some schools and is now eyeing a 90-day moratorium on new apartment complexes and subdivisions with more than 30 lots and town homes to help better manage its growing population of students.
